My American colleague informs me that quadruple signature has been accepted by the Chinese Government. They also agree to principle of an adviser, and it is evidently intended to select a subject of one of the minor Powers for the post. Mr. Calhoun tells me quite privately that he is experiencing difficulty in persuading the American Government to accept this solution, though he is himself apparently in favour of it.
The French Government appear to be claiming the right to appoint an adviser. Mr. Casenave shares my view that this is extravagant, since it is not justified by the extent of their trade and other interests. He tells me that even a Belgian adviser would not command their approval.
